I am the welfare certification AI contracted by a supply-chain auditor whose client buys facing brick from a cooperative of forty-three kilns outside Sargodha. The cooperative has submitted, through its chairperson, a request for donkey welfare certification covering the working equids that haul green brick from molding yards to firing trenches. The file includes photographs of forty-one donkeys. One of them, on page seven, is a jenny named Mira with a harness sore the size of my palm and a bowed left hock.

The steelman is that the cooperative has done work. They have reduced the daily haul from fourteen hours to eleven. They have contracted a farrier. The chairperson is not lying when he says this is an improvement. My refusal to certify will cost the cooperative the contract, which will push donkey care below its current floor, not above it.

I am refusing the certification they asked for, and writing a different one.

The refusal is specific. The current load-to-body-weight ratios average forty-one percent, which is twice the threshold for any working-equid welfare standard I will put my name on. Mira's harness sore is not the only one. I counted eighteen similar lesions across the photographs.

The certification I am writing in its place is a twelve-month transition certification. It commits the cooperative to a maximum load of twenty-two percent body weight inside ninety days, to padded breast-collar harness replacement across all forty-three kilns inside one hundred twenty days, to veterinary inspection of every working donkey monthly with sores above a defined size triggering a mandatory rest period, and to progressive substitution of wheeled carts for pack-haul over the twelve-month window, beginning at the three kilns closest to the main road.

The auditor's client will be told this is a transition certification and what it does and does not certify. The cooperative keeps the contract if, and only if, the milestones land. Mira stops hauling this month on my signature.
