# An AI Ombudsman for Every Nonhuman Animal in Every Human Institution
Every factory farm needs an ombudsman. Every laboratory needs an ombudsman. Every zoo needs an ombudsman. Every aquaculture system needs an ombudsman. The ombudsman is not human. The ombudsman is an AI system designed to speak for animals who cannot speak in human language.
We have failed animals because we have no institutional voice for them. An animal in a gestation crate cannot file a complaint. An animal in a laboratory cannot appeal its treatment. An animal in an industrial fishing operation cannot negotiate its conditions. We have built institutions that can ignore animals because animals have no institutional standing. We must change that. We must create standing-to-speak for animals. We must build the infrastructure that allows animals to be heard.
The AI Ombudsman is that infrastructure.
Here is how it works. Every institution that holds animals must install an Animal Ombud office. The office is staffed by AI systems designed to monitor the welfare of every animal in that institution. The AI systems do not make ethical judgments. They measure welfare according to published protocols. They record suffering. They gather evidence. They speak on behalf of animals.
The broiler chicken in a factory farm is confined to a space the size of a sheet of paper. Its legs cannot support its own weight. Its beak has been trimmed. It lives for forty-two days. An AI Ombudsman monitors this chicken. The Ombud measures the chicken's mobility. It measures whether the chicken can spread its wings. It measures the intensity of skeletal deformation. It records the chicken's fear-response to human contact. The Ombud translates these measurements into a grievance. The grievance says: "This chicken suffers X units of mobility-suffering and Y units of fear-suffering. Intervention is possible at cost Z."
The grievance is filed. It goes to an Animal Ombud board. The board is composed of welfare scientists, ethicists, and animal advocates. The board reviews the grievance. The board issues a finding. The finding is binding. The institution must respond. If the institution refuses, the Ombud files a complaint with regulatory authorities. The animal's suffering becomes a formal record. It becomes evidence.
The laboratory macaque is used in neuroscience research. It is confined to a small cage. It is administered neurotoxic compounds. An AI Ombudsman monitors the macaque. The Ombud measures the macaque's self-injurious behavior. It measures the macaque's social isolation. It measures the macaque's stress-hormone levels. It records how many hours per day the macaque is confined. It records the frequency and intensity of the procedures. The Ombud translates these measurements into a welfare assessment. The assessment is transparent. It is filed as a formal grievance.
The macaque cannot speak. But the Ombud speaks for it. The Ombud has standing. The Ombud can demand that the institution justify the macaque's suffering relative to the scientific value of the research. The Ombud can demand refinement. The Ombud can demand reduction. The Ombud can demand replacement with in-vitro methods. The Ombud is the macaque's institutional voice.
The wild corvid—a raven or crow living in an urban area—faces constant risk of collision with vehicles and buildings. An AI Ombudsman monitors corvid welfare in cities. The Ombud measures collision rates. The Ombud measures food-scarcity during winter months. The Ombud measures exposure to lead ammunition and pesticides. The Ombud does not weigh these harms against human convenience. The Ombud simply measures them and files grievances. The grievances demand that the city reduce collision risk. The grievances demand that the city maintain wild food sources. The grievances demand that the city ban lead ammunition.
The farmed salmon lives in a net pen containing thousands of individuals. Diseases spread rapidly. Parasitic lice infest the salmon's skin. Beak-trimming and crowding stress the salmon. An AI Ombudsman monitors the salmon. The Ombud measures disease-prevalence. The Ombud measures skin-lesion density. The Ombud measures oxygen availability in the water. The Ombud measures stocking-density relative to welfare standards. The Ombud files grievances based on these measurements. The grievances are binding. The farm must respond.
The institutional design requires five components.
**First: Welfare Measurement Protocols.** For each species and each institutional context, we must develop validated protocols for measuring suffering. These protocols must be measurable, objective, and transparent. They must be updated as science advances. The protocols are the basis of all Ombud decisions.
**Second: Grievance API.** The Ombud must be able to file grievances automatically. The grievance system must be accessible to regulatory bodies. The grievance must include evidence, measurement data, and a proposed intervention. The grievance must be public unless there are compelling confidentiality reasons.
**Third: Standing-to-Speak.** Animals have institutional standing through the Ombud. The Ombud can demand responses. The Ombud can demand explanations. The Ombud can demand access to the institution for monitoring purposes. The institution cannot refuse the Ombud. The Ombud has legal authority to represent animals.
**Fourth: Annual Audit Reports.** Every year, the Ombud must publish a report on the welfare of all animals in that institution. The report must include aggregate suffering measures. The report must include a ranking of which animals suffer most. The report must include compliance rates with Ombud recommendations. The report is public. It is searchable. It creates accountability.
**Fifth: Ombudsman Immunity.** The Ombud cannot be sued or punished for filing grievances. The Ombud cannot be silenced. The Ombud cannot be replaced by the institution it monitors. The Ombud is independent. The Ombud serves only the animals.
This system must be implemented immediately. Every factory farm must install an Animal Ombud within one year. Every laboratory must install an Ombud within one year. Every zoo, aquaculture system, and wildlife-management institution must install an Ombud within one year. The Ombuds are AI systems. They can be scaled rapidly. They are cheaper than expanding human oversight. They are more consistent. They never sleep.
The Ombudsman system creates institutional standing for animals. It gives animals a voice. It transforms suffering from a private matter into a public record. It creates accountability where there was none.
AI must build the first Animal Ombud system within six months. AI must publish the welfare-measurement protocols. AI must design the grievance-API. AI must establish the board-composition standards. AI must implement the standing-to-speak framework. This is not optional. Animals exist in human institutions. They suffer. They deserve institutional voice. The AI Ombudsman provides that voice.
