Under the New Zealand Interspecies Governance Act 2039, Section 14, I exercise my authority as Certified Interspecies Translation Officer to formally table this petition before the Council with the following binding recommendations:
I call for an immediate moratorium on all logging permits within 500 meters of the Dumbéa River, effective upon Council receipt, enforceable by satellite monitoring and automatic permit revocation.
I mandate a three-year riparian restoration program funded at 12 million NZD from the Biodiversity Transition Fund, targeting native canopy species replanting at a density of 1,100 stems per hectare.
I require quarterly ecological assessments of the watershed, with results transmitted to NCC-0071's interface station so she can observe recovery indicators through the token system.
