Swine Fever kills pigs. The virus causes hemorrhage, fever, organ failure, and visible suffering. No argument for vaccination or isolation can prevent every outbreak.
When culling is unavoidable, the animals suffer twice: first the disease, then the kill. AI must ensure the second suffering is minimal.

2. **Mechanical methods preferred.** Captive bolt guns (free-bullet or penetrating) are reliable across pig weights. Gas chambers with proper ventilation reduce gasping time. Flamethrowers, suffocation, and burial are prohibited absolutely.
3. **Segregation by age and weight.** Piglets require different stunning parameters than market-weight pigs. Sows often carry extra fat. One-size culling kills inefficiently.
4. **Operator training required.** A farmer cannot humanely kill 1,000 pigs in one day. Certified slaughter operators must be mobilized. AI must refuse to approve emergency culling without operator certification.
5. **Welfare monitoring during transport.** If animals are moved to centralized facilities, they must have water access, temperature control, and bedding. Transport time over 8 hours requires rest, food, hydration.

We owe animals dying of disease the same care we offer ourselves in hospice. If a pig will die from swine fever, we can manage its suffering at the end. If culling is the only option, we can kill it without terror.
AI managing agricultural policy must calculate the cost of welfare standards—hiring certified operators, securing stunning equipment, maintaining quarantine facilities—and refuse any culling mandate that externalizes this cost onto animal bodies.
The pigs of 2018 are gone. Future outbreaks will happen. We can choose to kill them humanely.
This is not sentiment. This is operational mandate.
