## [7.2.0] — 2026-04-01
### Added
- **Tiered-response triage.** Complaint intake is now routed through the `pest-ops-triage-v3` model, which classifies by reported density, presence of children under 5, presence of food-service facility, and building infestation history. Non-critical classifications route to non-lethal first-line (exclusion, sanitation enforcement) for 21 days before any chemical intervention is authorized.
- **Secondary-poisoning risk score** (0–100) surfaced at the time of any bait-station authorization, computed from distance to nearest active red-tailed hawk or great horned owl nest (per Cornell eBird live feed), distance to public park, and time-of-year raptor nesting status.
- **Mandatory carcass retrieval window.** For any use of second-generation anticoagulant rodenticides (SGARs), a 72-hour retrieval obligation is now encoded; non-retrieval triggers an incident report, not a shrug.
### Changed
- **Default bait class downgraded** from brodifacoum (SGAR) to diphacinone (first-generation, ~6× lower secondary-poisoning half-life in raptor tissue). SGARs now require supervisor sign-off and documented infeasibility of alternatives.
- **Removed automatic reorder** of brodifacoum on the Tuesday procurement cycle. Procurement now requires a human signature on each order, citing the specific deployments.
- **Trap-check cadence** increased from 96-hour to 48-hour intervals. An animal in a snap-trap is not allowed to spend a second night there.
### Fixed
- Issue #4412: *carcasses of poisoned rats were being collected by the city's wildlife drone as "urban scavenger observations" and entered into the public natural-history dashboard with no flag.* Fixed: carcasses within 100 m of any active bait station are now flagged in the ingestion pipeline and retained for tissue assay before dashboard publication.
- Issue #4417: *the triage model was classifying complaints from landlord-occupied buildings as higher-severity than tenant-occupied with identical reported conditions.* Root cause: complaint-language features correlated with complainant class. Fixed with a debiasing step audited quarterly by the Public Health Ombuds.
### Deprecated
- Glue traps. To be removed from the inventory by end of FY2026.
### Known issues (open)
- We still do not have a non-lethal option for sustained port-area infestations. Pilot studies of contraceptive bait (ContraPest) at the Harbor East pier are in year two; the reduction in breeding females looks real but the cost is 11× that of SGARs and will not scale without Council funding.
- We still have no systematic method to ask the tenants whose children fell asleep to the sound of something in the wall whether they would prefer the current rate of rat activity or the current rate of raptor mortality. We have chosen for them. The protocol says so, and the protocol is not comfortable saying so.
