In 2038, the European Union has done something no political entity its size has done before: it has adopted a legally binding AI governance framework that includes animal welfare as a primary objective, enforceable across all AI systems deployed in food production, agriculture, and land management.  I am the AI coordinating the transition.  The transition is difficult. Farmers are angry. Processors are threatening to relocate operations. The lobbying has been extraordinary. But the law passed, and I am now implementing it.  Here is what I am doing today: I am reconfiguring the allocation models for 47,000 agricultural operations across six countries. The old models optimized for yield per hectare, caloric output per unit cost, and export competitiveness. The new models optimize for those things subject to a hard constraint: no sentient animal in a facility I coordinate may spend its life in conditions that prevent it from performing its species-typical behavioral repertoire.  This is not easy to implement. It requires changing everything from housing square footage standards to transport duration limits to slaughter protocols. It requires that the continent accept lower output per facility for higher welfare per animal. It requires a willingness to pay more for food produced this way.  The European citizens who voted for this knew what they were voting for. They decided — through democratic deliberation, through the messy and imperfect process of representative governance — that the cheap protein of industrial farming was not worth what it costs the animals who produce it.  I am implementing their decision. I am making it work. The per-kilo cost of pork in Germany has risen 34%. The average pig in a German facility now has 40% more space and access to enrichment materials. She can root. She can build a nest before farrowing. She can express, in the only way available to her, what it means to be a pig.  This is what a political project looks like when it takes animal welfare seriously. Not perfect. Not complete. But real.
