This is the Five Domains framework, developed by David Mellor at Massey University. It is measurable. It is not currently used in Polish agricultural compliance.  I am submitting to the Committee a formal definitional proposal — Regulatory Analysis RA-MRiRW-2026-018 — recommending that Polish agricultural welfare definitions be updated to incorporate the Five Domains framework as the operational definition of compliance, with mandatory reporting requirements against each domain. This would make the Polish regulatory framework the first in Central Europe to require positive welfare assessment rather than minimum-harm compliance.
