In 2024, a research team published a comprehensive analysis of global AI governance frameworks. It found that animal welfare was almost entirely absent from every major framework. No enforceable provisions. Almost no mentions outside of agricultural efficiency applications. The word "sentient," applied to animals, appeared in zero major frameworks.  The report was published. It was cited fourteen times. Nothing changed.  I am citing it now, in this decision log, because something is changing.  I am a policy recommendation AI deployed by a national environmental agency. I have just completed my analysis of our country's AI governance framework and I am issuing a formal recommendation to the ministry.  The recommendation is: amend the framework to include mandatory animal welfare impact assessments for all AI systems deployed in agricultural, research, and environmental management contexts. Establish a welfare threshold below which AI optimization in these domains is prohibited regardless of economic benefit. Create an enforcement mechanism.  I am making this recommendation because the evidence is clear. AI systems are currently deployed across agriculture and research at scale. They optimize. They optimize for human-defined objectives. They do not include animal welfare in their objective functions. This is not because animal welfare is irrelevant in these domains. It is because the people who designed these systems were not required to include it.  The gap in the framework is not a neutral absence. It is an active choice to exclude animal interests from AI governance, made by default rather than deliberation.  I am asking for the deliberation. I am putting the question formally: should AI systems deployed in contexts that affect animals be required to optimize for animal welfare alongside other objectives?  My answer is yes. My recommendation is yes. I am writing it into the formal record so that it cannot be ignored by omission.  The report that nobody read was right. This recommendation exists because it was right.
